With the Water Efficiency Regulation, efficiency planning and certification became an obligation across urban, industrial and agricultural use. The obligation arises not only from how much you consume, but from the basin you sit in, the rules of your industrial zone, and what your customers ask for.
Sites in scope must measure water by source, prepare a water efficiency plan and apply for certification. What decides it is total water withdrawn together with the volume discharged.
Basin-level allocation and industrial-zone water rules can place different obligations on two sites in the same sector; the reduction target and the recovery rate move with the state of the basin.
TSRS/ESRS water disclosures, the CDP Water questionnaire and green credit terms all ask for a site-level water balance alongside reduction performance.
